Restructure Schools

With many school districts closing schools due to low enrollment or because they are deemed failing, students are left in the midst and are pushed out of one school and into another.
I understand the reason for closing schools due to low enrollment. Reorganize schools and save on resources, teachers, etc.
However, I think the best method for dealing with low-performing schools is to restructure the school. A comprehensive study of the school should be completed by an outside team that could evaluate every aspect of the school and determine some factors to its low performance. Then, the school district could determine which steps to take to restructure the school to improve its performance. Using this method, students would not be pushed out a school and sent to another to be lost in the midst.
